why moraga homeowners choose us

Town Desk, County Desk

Moraga runs its own planning department, but building plan check comes from Contra Costa County. Certain interior jobs skip the town entirely. As a local general contractor in Moraga, CA, we know which route yours takes and sequence it accordingly.

Architect Drawings, Built Exactly

Design is your architect's job; execution is ours. Hand us a drawing set and we deliver it as specified, keeping every trade tied to one document. No design team appointed? We'll point you toward Lamorinda architects and designers we rate.

Built Before the Town

Most houses here went up before Moraga incorporated in 1974, during the Utah Construction subdivision years. Undersized services, tired galvanized plumbing, insulation that stops at the studs. We price what the walls are likely holding rather than discovering it later.

MOSO Rules the Hillsides

Your lot and your buildable area are not the same thing here. The open space ordinance residents passed in 1986 puts ridgetops, unstable ground and steep hillsides off limits. We establish where you can actually build before drawings are commissioned.

Your Neighbours Get Notified

Moraga tells your neighbours before it approves your plans, and gives them a window to object afterwards. That makes presentation part of the job. We prepare drawings and a rationale that answer the obvious objections before they are raised.

Family Run Since 2007

The same household has owned LRL from day one, and your Moraga general contractor answers for every job personally. Honest numbers, a schedule that holds, and a crew that leaves a site you can live in.

Kitchen Remodeling

The typical Moraga kitchen is a closed room from the subdivision years, cut off from the living space and fed by a service predating dishwashers. Interior-only work often bypasses the town, though any real kitchen remodel needs a recycling deposit lodged first. That is your renovation contractor's job, not yours.

What's Included

  • Your designer's drawings executed exactly, or planning help if you have none yet
  • Service upgrades, rewiring & plumbing for modern appliances
  • Wall removals and openings engineered, permitted and inspected
Typical
Investment:

$60K–$165K+

Bathroom Remodeling

Four bedrooms sharing two original bathrooms is the standard Moraga floor plan, and those baths are often untouched since the house was built. Staying inside the existing walls keeps you clear of design review, and for straightforward bathroom remodeling our team prepares the layout in house.

What's Included

  • In-house layout on standard jobs, with no separate design fee
  • Down-to-studs rebuilds using current waterproofing practice
  • Tile, fixtures, vanities and ventilation that actually clears the room

ADU Construction

Working as an ADU builder in Moraga means reading the parcel before anything else. A conforming accessory dwelling unit gets ministerial approval from the Planning Director, so no hearing and no neighbour appeal. Slope, MOSO status, protected trees and fire district access decide what will actually fit.

What's Included

  • Parcel feasibility covering slope, MOSO overlay, trees, setbacks and fire access
  • Coordination with your architect and geotechnical engineer, or referrals we trust
  • Town approval and county building permits handled right through to occupancy sign-off
Typical Investment:
$190K–$470K

Whole-Home Remodels

Additions in Moraga answer to slope before they answer to taste. Soil here is landslide-prone, so a geotechnical engineer may set structural setbacks wider than the town's minimum, and two-storey walls push the side yard out further still. As a residential general contractor, we map that early.

What's Included

  • Room additions, second-storey work and stripping a house back to frame
  • Foundations, retaining walls, drainage & hillside remediation
  • Approval strategy spanning administrative review, the Board and the open space ordinance

$200K-$700K+

How We Work — A Simple 4-step process

Parcel & Records Check

First, we read the property: zoning and MOSO designation, how steep the buildable area is, which trees are protected, creek proximity, fire classification, and the permit history sitting with the county. Houses predating 1974 hide surprises, and this is where they surface.
Initial consultation

Plan the Build

Next we develop the build with your architect and engineers, shaped around whether the project can clear administrative review or needs to face the Board. Without a design professional appointed, we recommend ones we work with or prepare simple layouts on smaller jobs.
Design & Planing

Build & Keep You Posted

On site we keep things orderly, send written updates weekly, and remember the family still living around the work. County inspections are booked ahead so the schedule never stalls waiting for an inspector to become available.

Walkthrough & Close Out

To finish we walk the house room by room, clear every punch item, then close out the permits with both the town and the county. Signed paperwork reaches you before we call it done.

Rules, Reviews & What to Expect

Two Desks: Town Planning and County Building

Down arrow icon

Moraga runs planning from 329 Rheem Boulevard, but building plan check and inspection are contracted to Contra Costa County. There is a useful exception: termite repair, solar on an existing roof, and interior remodelling that leaves exterior walls, windows and garage size alone can go direct to the county. Cross the recycling thresholds, though, and a deposit is still due to the town first.

MOSO: The Ordinance Voters Wrote

Down arrow icon

Residents put the Moraga Open Space Ordinance on the ballot themselves and passed it in April 1986. It bars development on minor ridgelines above the 800-foot contour and within hazardous areas, and steers building away from slopes of twenty percent or steeper, which may only proceed where site-specific analysis supports it. Land zoned OS or OS-M permits agriculture alone. Council tightened the rules again in 2018.

Design Review, and the Ten-Day Notice

Down arrow icon

Projects meeting setbacks, code and the Design Guidelines can take Administrative Design Review by staff, roughly a sixty-day path. Anything needing an exception, or sitting in a scenic corridor, goes to the Planning Commission acting as the Design Review Board, averaging ninety days. The Board meets second and fourth Mondays and applications close twenty days ahead. Every above-ground exterior alteration carries ten days of neighbour notice, then a ten-day appeal window.

ADUs Are Approved Without a Hearing

Down arrow icon

Moraga's ordinance gives the Planning Director ministerial approval authority once an application satisfies Municipal Code sections 8.124.060 and 8.124.070. Ministerial means no discretionary hearing, no board date and no neighbour appeal, removing months of calendar risk. The trade is precision: every criterion must be met as written, so feasibility work belongs before drawings rather than after a rejection.

The Recycling Deposit Before Your Permit

Down arrow icon

A Waste Management Plan acknowledgement is required for any addition or alteration increasing conditioned area or size, any project valued from $50,000, demolition-only work of 300 square feet, and re-roofs above 1,000 square feet. The deposit goes to the town ahead of the county application, with receipts uploaded to Green Halo Systems. Nearly every serious remodel here triggers it.

Native, Orchard and Historic Trees

Down arrow icon

Moraga protects categories rather than one diameter: native trees indigenous to the area, mainly bay, oak, redwood, toyon and knobcone pine; orchard trees, meaning fruit or nut trees planted commercially; and trees of historic significance. Removal needs a permit from the Planning Director, trunk measured three feet above natural grade under Municipal Code 12.12.020. The orchard clause matters here, because this valley once shipped pears by the trainload and remnants of those orchards still stand in back gardens.

Fire Zones and the Fire District

Down arrow icon

Moraga sits inside the Moraga-Orinda Fire District, a wildland-urban interface community, and the State Fire Marshal reissued Fire Hazard Severity Zone mapping in February 2025. A high or very-high classification requires ignition-resistant roof assemblies, venting, and glass, which moves the material budget rather than just the detailing. Fire access standards can also govern where a detached structure may stand on a hillside lot.

Do I need a permit to remodel my home in Moraga?

Down arrow icon

Almost always. Two agencies are involved: the town reviews the planning side, the county does plan check and inspection. Purely internal work that leaves the exterior and the garage untouched can often bypass the town.

Does my project need Design Review Board approval or can staff decide it?

Down arrow icon

If it satisfies setbacks, the code and the town's Design Guidelines, planning staff can handle it administratively in roughly sixty days. Exceptions and scenic corridor sites go to the Board instead, which averages ninety days.

How much does it cost to remodel a home in Moraga?

Down arrow icon

Kitchens run $60K to $165K+, bathrooms $32K to $78K, ADUs $190K to $470K, whole home projects $235K to $780K+. Slope, geotechnical work and fire-zone materials swing the figure far more than finish selections do.

Can I add a second story to my house in Moraga?

Down arrow icon

Often, though height is capped and two-storey walls cost you side yard: the minimum side setback grows by a foot for every foot of end wall height above twenty feet. Expect design review and a notice to neighbours.

Can I build an ADU in Moraga?

Down arrow icon

Yes, and the route is unusually clean: no hearing date, no board calendar, no appeal period, unlike an addition of the same footprint. What limits you is the parcel, not the process.

What is MOSO and does it affect my property?

Down arrow icon

It is the open space ordinance Moraga voters wrote and passed in 1986. It restricts ridgeline and hazardous-area development and pushes building away from steep slopes. Whether it reaches your project depends on zoning and average slope.

Do I need a permit to remove a tree in Moraga?

Down arrow icon

If it is a native, orchard or historically significant tree, yes, and the permit comes from the Planning Director. The orchard clause catches people out: old pear and walnut trees in back gardens are protected.

Will my neighbours be notified about my remodel?

Down arrow icon

For above-ground exterior alterations, yes. The code requires ten days of notice before approval, then allows ten more days for an appeal. Design Review Board items go out to every property owner inside a three-hundred-foot radius.

Do I need approval to build or rebuild a deck in Moraga?

Down arrow icon

A building permit yes, plus a railing once the deck sits thirty inches above ground. Posts four feet or higher push it to the Design Review Board, and overall height above six feet needs a guideline exception.

Can I replace my windows without Town approval in Moraga?

Down arrow icon

Usually yes. Planning approval is not needed provided no window grows more than ten percent larger and none are added. Enlarging one to satisfy building code egress is also exempt. A county building permit is still required.

Do I need a Waste Management Plan for my Moraga remodel?

Down arrow icon

Most likely. The thresholds are low enough that nearly any real remodel crosses one, and the town wants its deposit in hand before the county will take your application. Missing it commonly causes delay.

Is my Moraga home in a fire hazard zone?

Down arrow icon

Possibly. Much of the town falls inside mapped hazard zones, and classification is parcel-specific rather than town-wide, so check yours rather than assume. A high rating changes what roofing, vents and glazing you are permitted to install.

What problems show up inside older Moraga homes during a remodel?

Down arrow icon

Ground movement is the local one. Soils here are landslide-prone, so foundation cracking and out-of-level floors are common findings, and a geotechnical report can widen your setbacks beyond the town minimum before design even starts.

Do you handle commercial projects in Moraga?

Down arrow icon

Yes. As a commercial general contractor in Moraga we take on office fit-outs, retail refreshes and tenant improvements around Moraga Center and Rheem Valley, phasing disruptive stages so trading continues.

How do I choose a general contractor in Moraga?

Down arrow icon

Check the CSLB licence is current, ask which Moraga contractors have taken work through MOSO and design review, and request local references. There is no single best general contractor in Moraga, only the right Moraga remodeling company for your job.
