why blackhawk homeowners choose us

HOA Approval Comes First

The association's review committee has to sign your plans before exterior work starts, including windows, roofs and tree removal. Start without that signature and the job can be stopped. A local general contractor in Blackhawk, CA files there first.

Your Plans, Built Right

Your architect owns the design and we own the build. A complete drawing set means every trade works from one page and nothing gets decided on the fly. Still choosing a designer? We'll suggest people who know Blackhawk's review standards.

County Permits, No City

Blackhawk isn't a city, so there's no town hall to file with. The County handles your building permit, on its own calendar. We time that submittal so it lands alongside the association's approval, not months behind it.

Hillsides Have a Watchdog

Blackhawk has its own public agency for landslides. It covers slides that cross property lines, but a slide that stays on your lot, or one linked to building in a setback, is generally yours to fix. Siting matters.

We know the Rules

The association holds a refundable damage deposit on most real projects, and additions carry a bigger one. Approvals lapse if work hasn't started within 90 days. We schedule around both so neither your money nor your approval gets wasted.

Family Run Since 2007

LRL is still owned by the family that started it, and your Blackhawk general contractor stands behind each project himself. Pricing that stays put, schedules that hold, and a crew that works like the whole street is watching.

Kitchen Remodeling

Much of Blackhawk was built from the 1980s onward, and the kitchens show it: generous footprints with dated builder cabinetry, tile counters and old lighting. The County issues the kitchen remodel permit, and the association's fee schedule lists home remodels too, so we bring the HOA in early.

What's Included

  • Your designer's drawings built as drawn, or design support if you're starting from nothing
  • Added circuits, relocated gas and water lines, and ventilation to current code
  • Structural changes engineered and inspected before the finishes go in

Investment:

$70K–$220K+

Bathroom Remodeling

Primary bathrooms here tend to be large and dated rather than small and cramped, so the work is mostly finishes, glass and lighting rather than squeezing out space. Keep the footprint and the County permit stays simple. On standard jobs we draw the layout ourselves, free.

What's Included

  • Layout done by our team on standard jobs, so no separate designer fee
  • Full tear-out to the studs with waterproofing installed properly
  • Stone, glass, fixtures and an exhaust fan sized to the space

Investment:

$40K-$100K

ADU Construction

The County approves accessory dwelling units in two steps, planning then building, and California law keeps an HOA from prohibiting one outright. The association still reviews the design, and ADUs sit in its top fee tier. Any ADU builder in Blackhawk should check slope, trees and landslide risk first.

What's Included

  • Lot check: slope, protected trees, landslide district exposure and fire access
  • We team up with whoever designed and engineered it, or bring in our own people
  • HOA review, County planning approval and building permit through occupancy

Whole-Home Remodels

Additions are where Blackhawk's three layers meet. The association wants elevations and setbacks, the County wants full plans, and the landslide district won't cover slides tied to building inside a setback area. As a residential general contractor, we map where an addition can safely go first.

What's Included

  • Room additions, second stories and down-to-the-frame remodels
  • Foundations, retaining walls and drainage on sloped lots
  • An approval plan across the HOA, the County and any geotechnical review

$300K - $1M+

How We Work — A Simple 4-step process

Check the property first

We start with everything that governs your lot: association and sub-association rules, County zoning, protected trees, slope, landslide district boundaries and fire risk. In Blackhawk, the association's standards often shape the design more than the County's do.
Initial consultation

 Plan the job

Next the design gets developed alongside your architect and engineer so it clears association review the first time. The committee only meets twice a month, so a clean first submittal can save weeks compared with a round of revisions.
Design & Planing

Build & Keep You Posted

Before any work begins, the association requires a preconstruction site visit with our crew. From then on the site stays clean, you get a written update weekly, and County inspections are booked early so nothing stalls.

Walkthrough & Close Out

To finish, we go through every room together, clear the punch list, close the County permit and get the association's final inspection done so your deposit comes back. Keep the signed approval; you'll need it when you sell.

Rules, Reviews & What to Expect

The HOA Signs Off First

Down arrow icon

For any change to the exterior of your home or its landscaping, the Blackhawk Homeowners Association's Architectural Review Committee must approve an application first, and the form says plainly not to start before you have the signed approval. You submit four copies of plans showing exact property lines, setbacks, the house footprint and elevations. Applications are due by noon on the Tuesday a week before a meeting, and the committee meets on the first and third Wednesday of each month.

Fees, Deposits and the 90-Day Clock

Down arrow icon

Review fees run on a sliding scale, from $50 for items like tree removal or solar up to $550 for ADUs, additions, demolition and new construction. Larger projects also carry a refundable damage deposit, generally $2,000 and rising to $4,000 for ADUs and additions. Approvals are valid for 90 days, work must start inside that window, and most projects must finish within a year of the start date. If you belong to a sub-association, its approval goes in with the application.

County Permits, Not a City

Down arrow icon

Blackhawk is unincorporated, so building permits are issued by Contra Costa County's Department of Conservation and Development, and applications are filed through the County's ePermit Center. An ADU needs planning approval before a building permit, and the same two-step route applies if you're legalizing one built without permits. Properties on septic also need their plans reviewed by County Environmental Health.

The Blackhawk GHAD and Landslides

Down arrow icon

Blackhawk has its own Geologic Hazard Abatement District, formed in 1986 to manage landslides, with members of the County Board of Supervisors serving as its board. It generally handles slides involving two or more properties. It does not cover landslides confined to a single property, with some exceptions, or slides related to structures built within established setback areas. That makes siting an addition a financial decision as well as a design one.

County Tree Rules Reach the Dripline

Down arrow icon

The County's tree ordinance needs a permit before you trench, grade or fill inside a protected tree's dripline, not only before removal. Whether a tree is protected depends on its species and size and on the property it stands on; native species around 20 inches in circumference are covered in woodland or creek-side settings or in groups of four or more. The County has been updating this ordinance, so check the current version. Removals also need association approval.

ADU Rules in the County

Down arrow icon

Unincorporated Contra Costa does not allow ADUs to operate as short-term rentals of 30 days or less, so plan on long-term tenants. The County also reviews pre-approved ADU plans submitted by vendors, which can save design time, but every site still needs its own planning and building permits, including foundation plans and calculations. The association reviews ADUs as well, though state law limits how far it can go.

Fire Zones and Materials

Down arrow icon

CAL FIRE's updated fire hazard maps are set parcel by parcel, and foothill neighborhoods across the East Bay are among those affected. If your home falls in a mapped zone, new work needs ignition-resistant roofing, vents and glazing, and whatever you choose also has to fit the association's roof policy. We look up your parcel before anyone picks materials.

FAQs

Do I need a permit to remodel my home in Blackhawk?

Down arrow icon

For most work, yes, and it comes from the County rather than a city. If the work touches the outside of the house or the landscaping, you also need association approval before starting.

Do I need HOA approval to remodel in Blackhawk?

Down arrow icon

For anything exterior, yes: windows, roofs, paint, fences, pools, additions and tree removal all go to the committee. Its fee schedule even lists home remodels, so check before assuming interior work is exempt.

How much does a home remodel cost in Blackhawk?

Down arrow icon

Kitchens run $70K to $220K+, bathrooms $40K to $100K, ADUs $210K to $520K, and whole-home projects $300K to $1M+. Slope, geotechnical work and association requirements drive the total harder than finish choices.

How long does HOA approval take in Blackhawk?

Down arrow icon

The committee meets twice a month, and the deadline falls a week ahead of each meeting. Incomplete packages come back asking for more information, which costs you a full cycle, so submit everything at once.

Can I build an ADU in Blackhawk?

Down arrow icon

Yes. The County approves them in two steps, and the association can review the design but can't refuse the unit outright. Your lot's slope, its trees and any setback lines decide where it can go.

Can I rent my Blackhawk ADU on Airbnb?

Down arrow icon

No. The County bars ADUs from being rented for a month or less at a time. Long-term rental is allowed, and that's how most owners here put an ADU to work.

What is the Blackhawk GHAD?

Down arrow icon

It's the public agency that manages landslide risk across Blackhawk. It generally steps in when a slide affects two or more properties, but not when the movement stays within one lot.

Do I need a permit to remove a tree in Blackhawk?

Down arrow icon

Often from both sides. The association reviews every removal, and the County requires a permit for protected trees, including any digging, trenching or grading close enough to reach their roots.

What deposits does the Blackhawk HOA require?

Down arrow icon

It depends on the scope. Many larger jobs carry a refundable $2,000 damage deposit, and ADUs, additions and new construction carry $4,000. It comes back if common areas aren't damaged.

What problems show up in older Blackhawk homes?

Down arrow icon

With much of the housing from the 1980s and 90s, expect aging roofs, original windows, tired heating and cooling systems, and electrical panels short on capacity for EV chargers and modern kitchens.
